Mr Hume differed from the view taken of the subject by the right hon. baronet. He was of opinion that it was the duty of Government to give commutation allowance to pensioners anxious to emigrate either to New South Wales or to Canada. He could not forebear complaining of the large increase of pensions which had taken place since the year 1814. It was impossible to doubt that much misconduct had existed somewhere.
